Performance Systems Development (PSD), a building performance software and services provider based in Ithaca, NY and Pennsylvania, is pleased that the Home Owners Managing Energy Savings (HOMES) Act, bi-partisan proposed rebate legislation aimed at incentivizing homeowners for reduced energy consumption, was re-introduced in the House yesterday (May 23rd, 2013). PSD’s senior executives worked closely with House staffers for Representatives David Mckinley (R-W.Va) and Peter Welch (D-Vt.) to draft language for the bill.
The HOMES Act proposes to offer homeowners rebates of up to $8,000 based on projected energy savings from comprehensive energy-saving improvements. The estimated energy savings that dictate the rebate levels awarded to homeowners would be calibrated with past home energy bills. If enacted into law, the bill will save Americans money on energy bills, lower the demand for new power plants, and create thousands of jobs in the construction and manufacturing sectors. The re-introduction of the HOMES Act is significant for PSD because it affirms the national acceptance of quality assured performance based incentives: a concept that PSD founded and built its products and services to support. PSD’s modeling tool, TREAT, can calibrate energy models to actual energy bills and is RESNET accredited. If the bill is passed, TREAT, and the lighter tool, Surveyor (built on top of the TREAT modeling engine), will be well positioned to serve the energy efficiency marketplace.
